The Voom

The Voom was a de facto legislature of the ZBB, an interface between Zompist and the board denizens. It might have been an advisory body to Zomp, but in actuality the title Vumion was granted out of a popularity contest.

History?

One fine day in the summer of 2004 during the interminable U.S. election campaign, Shm Jay got so sick and tired of all the arguments about the election that he decided it was necessary to distract everyone to restore board harmony. As he had always dreamed of running an election using the Single Transferable Vote, but been prevented from fulfilling his dream by not being born in Australia or Ireland, he called an election for the Voom, a body of four members known collectively as the Vumioni. (Unfortunately the derivation of the word “Voom” is lost in the mists of history, except that it sounded like an interesting word.)

The Voom is now a historical institution and does not continue to actively hold elections. Apparently all previous participants, especially Shm Jay, the driving force in the Voom's existence, had lost interest by 2007.

The titles of the Voom

The names of the vumioni are derived from Cadhinorian, meaning First Person of the Voom, Second Person of the Voom, Third Person of the Voom, Fourth Person of the Voom, and Fifth Person of the Voom, with changes for gender as necessary. There is also the title Vumion Pronuncetes, Temporary Person of the Voom for someone who wins a by-election to the Voom, but there is no difference in power between a numbered Vumion and a Vumion Pronuncetes.

Election law

  1. Definitions.
    1. Dissolution Day is the day the Voom is dissolved.
    2. Nomination Day is the last day upon which nominations to the Voom are accepted.
    3. Election Day is the last day upon which ballots for the election are accepted.
    4. The Dibrerion is the Chief Electoral Officer, who is responsible for the conduct of the election.
    5. A person is the human being who has registered under one or more usernames.
    6. A voter is a username which is, or has been declared to be, eligible to vote.
  2. Dissolution of the Voom. The Voom may be dissolved by
    1. the Boardlord, or
    2. the Dibrerion, at any time at least six months after the election to the current Voom, or
    3. a unanimous vote of the Voom, at at any time at least six months after its election.
    4. Notwithstanding the provisions in §2.2–3 the Boardlord may dissolve the Voom at any time.
    5. The dissolution of the Voom automatically results in an election being called for a new Voom according to the dates set forth by law, except when the Boardlord either:
      • specifies another date, or
      • declares that no further Voom shall be elected.
    6. The Voom is officially dissolved when notice of its dissolution is posted on the bboard by the Boardlord, the Dibrerion, or the Voom collectively.
  3. Persons eligible to vote. All usernames who have a post count of at least 1 on Dissolution Day are eligible to vote.
    1. Usernames with a post count of 0 are not eligible to vote unless
      • they contact the Dibrerion by or on Nomination Day requesting a ballot or
      • (in the case of persons for whom §5.2 applies) they receive the PM notice referred to in §4.
    2. Exceptions to eligibility to vote.
      1. The Dibrerion is not eligible to vote with any username.
      2. The Boardlord shall have the equivalent of four votes, whether
        • by voting once with a vote with a weight of four, or
        • by voting up to four times, or
        • any combination of the above that adds up to the equivalent of four votes.
      3. The Dibrerion may declare a voter with a confusing name ineligible to vote; such a voter may have his eligibility restored by making his name less confusing in the judgement of the Dibrerion.
    3. A person who has more than one username may only vote with one username.
  4. Voters to be sent an election notice.
    1. All voters shall receive a PM notice of the election.
    2. Delay on the part of the Dibrerion in sending the PM notice shall not be taken as official notice not having been given.
  5. Order of sending the notice. The election notice shall be sent to:
    1. all voters, in order of their joining the ZBB
    2. to those usernames who have a post count of 0 who joined within the last three months (in case they are shy lurkers).
  6. Notwithstanding §§4–5, the Dibrerion shall post notice of the election on the bboard on Dissolution Day if the other persons referred to in §2 have not already done so.
  7. Nominations.
    1. Any voter may be nominated as a candidate for the Voom except those voters otherwise forbidden by law.
    2. The following classes of voters are automatically nominated to be candidates for the Voom:
      • The current Vumioni
      • The winners of Warmaster’s most recent ZBB Awards.
    3. Former Vumioni and current moderators may nominate themselves as candidates for the Voom.
    4. No other voters but the ones mentioned in §7.2–3 may nominate themselves; all other voters must be nominated by another person.
      1. Voters who may not nominate themselves may nevertheless post a statement of their desire to be nominated.
    5. Prospective candidates may be nominated either
      • publicly in the Nomination thread, or
      • privately to the Dibrerion.
      1. The nominator may not be kept secret.
    6. Nominated voters may accept or reject the nomination either
      • publicly in the Voom thread, or
      • privately to the Dibrerion.
    7. The Dibrerion shall contact all candidates who not been self-nominated to confirm their wish to stand for election, and shall remove all candidates who reject their nomination.
    8. A voter who rejects nomination may not be nominated again without permission from the voter.
    9. A person who has more than one username may nominate with only one of their usernames at a time.
    10. A person may not nominate more than one other person at a time.
    11. The Dibrerion may only nominate candidates under §12.
    12. The Dibrerion shall post a list of nominated candidates with their nominators, and prospective candidates who are searching for nominators, and update it as necessary.
    13. Persons ineligible for nomination. The following persons may not be nominated:
      • The Boardlord, under any username
      • The Dibrerion, under any username
      • usernames who are not voters
      1. The Dibrerion may declare a voter with a confusing username ineligible to be nominated; such a voter may have his eligibility restored by making his name less confusing in the judgement of the Dibrerion.
  8. False nominations.
    1. The Dibrerion shall post a list of candidates and their nominators.
    2. The Dibrerion shall have the power to disallow candidacies in the following situations:
      • a person nominates himself with another of his usernames
      • a person is simultaneously nominated more than once under different usernames
      • a person nominates more than one candidate with different usernames
      • other like situations.
    3. The Dibrerion may consult the Moderators for confirmation as to whether a person has more than one username. A username shall be declared to belong to a person if no more than one Moderator contradicts the Diberion’s information. [Example: The Dibrerion states that Shm Jay and Fako and Vumán are the same person, and that Fako and Vumán may not vote because Shm Jay has voted. If no Moderators, or only one Moderator disagrees with the Diberion, the Dibrerion shall be held to be correct. But if two Moderators disagree with the Dibrerion, then both Shm Jay and Fako and Vumán shall be allowed to vote.]
      1. The Moderators may make their judgement in public or in private as they see fit.
    4. If the Dibrerion has made a determination without consulting the Moderators, a candidate may appeal the Dibrerion’s decision to the Moderators. The contradiction of the Dibrerion by two of the three Moderators shall be sufficient to overrule the Dibrerion.
    5. The Moderators’ decision may be appealed to the Boardlord, who may take up or ignore the case as he sees fit.
  9. The order of candidates on the ballot shall be determined by multiplying the post count of each candidate as of Dissolution Day by the number of days the candidate has been a member of the board, and arranging them in the order of the highest number thus generated to the lowest, breaking ties in favour of (in this order)
    • the candidate who is a current member of the Voom
    • the candidate who has more board seniority.
  10. Current members of the Voom who are candidates will have the abbreviation Vm. [number] before their name.
  11. Nomination Day shall normally take place fourteen days after Dissolution Day.
    1. If circumstances warrant it, The Dibrerion may postpone Nomination Day to no more than twenty-one days after Dissolution Day.
    2. Only the Boardlord can postpone Nomination Day to more than twenty-one days after Dissolution Day.
  12. If there are insufficient candidates for a competitive election on Nomination Day, the Dibrerion may nominate all the remaining prospective candidates.
  13. The Dibrerion shall post the final ballot on the bboard on Nomination Day or as soon as is practicable after it.
  14. All voters and persons for whom §5.2 applies shall only receive a ballot when the notice has been received by them [i.e., the notice disappears from the Dibrerion’s Outbox, indicating that it has been received].
  15. The lack of receipt of notice or a ballot by voters shall not bar them from voting.
    1. Voters who have neither been sent an election notice nor a ballot may nevertheless vote using the publicly posted ballot.
  16. Election Day shall normally take place fourteen days after Nomination Day.
    1. If circumstances warrant it, The Dibrerion may postpone Election Day to no more than twenty-one days after Nomination Day.
    2. Only the Boardlord can postpone Election Day to more than twenty-one days after Nomination Day.
  17. Notwithstanding anything elsewhere in the Election Law, the Boardlord may cancel the election at any time.
  18. Ballots normally to be sent to Fako and Vumán.
    1. Voters may PM their ballot to the ballot address, Fako and Vumán, at any time after they receive it until the specified hour on Election Day at which the polls shall close.
    2. A ballot PMed to the Dibrerion or his regular username [Shm Jay] shall not be invalid solely because it has not been sent to Fako and Vumán.
    3. Ballots PMed to any other address than the above three shall be invalid.
    4. A voter may post their vote on the bboard instead of PMing it to the above addresses; such a vote shall be valid.
    5. Votes may be cast (whether by PM or publicly) only between the close of nominations on Nomination Day and the close of polls on Election Day. Votes cast before or after these times are null and void.
  19. A person may only vote once, excepting the Boardlord as above.
    1. The Dibrerion shall post a list of those voters who have voted.
    2. Any voter may inform the Dibrerion of a person’s attempt to vote with more than one username, with the case to be determined by the procedure set forth in §8.
    3. A person who attempts to vote under more than one username shall have all his votes invalidated and, if he is a candidate, his candidacy declared void.
  20. The Dibrerion shall count all votes as final, except as specified by §20.1 and §22.
    1. If a voter has sent a ballot in error, the voter must immediately PM a request for a new ballot for it not to be counted as a vote.
  21. Write-in candidates. Voters may only vote for candidates on the ballot.
    1. The Dibrerion shall ignore all preferences for write-in candidates and proceed to the voter’s next preference.
    2. A ballot with only write-in candidates shall be invalid.
  22. Result of final determinations done after Nomination Day.
    1. If the final determination is that a candidate has been found to have used more than one username, the Dibrerion shall ignore preferences for that candidate.
      1. If such a final determination is made after Election Day, the ballots shall be recounted and the new result shall stand, even if the Vumioni are changed as a result.
    2. If the final determination is that a person has been found to have voted with more than username, the Dibrerion shall discard all the person’s ballots under all usernames.
      1. If such a final determination is made after Election Day, the ballots shall be recounted and the new result shall stand, even if the Vumioni are changed as a result.
    3. If the final determination is that a candidate has been found not to have used more than one user name, the Dibrerion shall contact voters who have already voted and send them a new ballot, which they may use until Election Day to re-vote if they see fit.
      1. If such a final determination is made after Election Day, the Dibrerion shall contact the voters who voted and send them a new ballot, which they may use within two weeks to re-vote if they see fit. The ballots shall then be recounted and the new result shall stand, even if the Vumioni are changed as a result.
    4. If the final determination is that a person has been found not to have voted with more than username, the Dibrerion shall count the ballots under the usernames in question.
      1. If such a final determination is made after Election Day, the ballots shall be recounted and the new result shall stand, even if the Vumioni are changed as a result.
  23. Political affiliations or parties. Candidates may have no more than one political affiliation (or party) next to their name.
    1. Candidates are not obliged to have any political affiliation next to their name.
    2. The words “independent”, “non-partisan”, or any word to that effect shall not be used to indicate political affiliation.
      1. A candidate’s independence, non-partisanship, or lack of political affiliation is to be indicated by having no political affiliation next to their name.
    3. If two candidates who are not of the same party both submit the same affiliation, it shall be granted to the candidate higher on the ballot.
    4. The Dibrerion shall be the judge of what constitutes a political affiliation and may accept or reject political affiliations accordingly.
  24. There shall be no more than two threads for Voom election business, namely
    • the Campaign Thread in Ephemera, which shall be used for all campaign business as well as notices by the Dibrerion;
    • the Results Thread in None of the Above, which shall be used to broadcast the count.
    1. The Moderators shall have the power to delete postings of campaign business which are posted outside the Campaign Thread.
      1. Campaign notices in signatures shall not be considered to be the above.
  25. The election system used shall be the Single Transferable Vote, with surpluses distributed fractionally.
  26. When there is a tie at the end of a count, the candidate who is lower on the ballot shall be eliminated.
  27. Notwithstanding anything in this Law, the Dibrerion shall have the power to make regulations and rulings when necessary to deal with situations not covered by law.
  28. The copy of the Election Law in the possession of the Dibrerion shall be the official Election Law.
